Introduction
Applicants must be a current USPHS Commissioned Corps Officer who works at IHSC. USPHS Call to Active Duty (CAD) candidates are not eligible for this position. Civilians are not eligible for this position.This position is located within the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO), ICE Health Service Corps (IHSC)
Job Details
DUTIES AND RESPONSIBILITIES:
- Lead and manage the MEDU Clinical Education Service Line.
- Evaluate MEDU Clinical Education Service Line's goals, objectives, priorities, and activities in terms of current operating activities, program progress, and policy development and revision.
- Provide clinical education consulting to senior leadership and clinical service leaders to enhance clinical competencies and specialized patient care within established disciplines and protocols.
- Chair the Interprofessional Clinical Training Workgroup and assist with Joint Accreditation.
- Lead and manage the IHSC Grand Rounds Program.
- Schedule, coordinate and facilitate CEU training for all IHSC staff.
- Develop and manage medical courses listed in the Learning Management System.
- Manage electronic medical resources such as UpToDate, Pharmacopia, etc.
- Monitor clinical education training trends, then innovate and implement educational strategies to ensure compliance with quality standards and parameters.
- Serve as a training consultant to course providers across IHSC.
- Collaborate with DHS and ICE educational components to ensure that IHSC personnel are aware of the multitude of services that are available to them.
- Provide clinical education training to all IHSC healthcare providers to enhance knowledge gaps and clinical competencies.
- Consults with internal and external subject matter experts to ensure that clinical education training incorporates evidenced-based research and national standards.
- Collaborates with MEDU team members in the design of training materials; coordinates staff trainings and workshops.
- Assist the Deputy Chief with the development of the IHSC Leadership Academy curriculum, training material and train-the-trainer program.
- Serve as an Instructor for the IHSC Leadership Academy.
- Establishes and/or fosters partnerships with academic, training, healthcare or public health institutions to enhance IHSC's deliver of clinical care.
- Utilize Adobe Captivate or other eLearning aids to develop and enhance adult learning interactions.
- Travel to IHSC facilities up to 25% of time to conduct training or ensure compliance with clinical education training policies and procedures.
- Prepare and present educational and leadership content at professional and academic conferences.
- Other duties as assigned.

- Service Remaining Requirement Agreement: Upon appointment to this position, officers will be required to serve a new 18-month commitment to IHSC .
- ASSIGNMENT PAY AGREEMENT: You must not have a current Assignment Pay Agreement. However, if you have a current Assignment Pay Agreement, it must be fulfilled within 90 days of your application submission.

- PHS officers must participate in IHSC TDY On-Call Schedule (ITOS.) ITOS is either an entire month or two 16-day periods a year where, depending on the needs of the agency, the officer is required to be available to serve.

Education
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
- Masters or Doctor degree in a clinical or healthcare administration profession.
- If you have an unrestricted medical or clinical license in any State, the District of Columbia or territory of the United States it must be maintained.
- Minimum of five years clinical or healthcare administration experience and two years leading a training program in a healthcare system or detention setting.
- Continuing education requirements must be met as required for licensing and board certification maintenance.
- Ability to plan and organize own workload and travel schedule.
- Flexibility and adaptability to sudden changes in schedules and work requirements.
- Excellent verbal and written communication skills.
- Proficiency using Microsoft Office applications and other presentation applications.
- Maintains basic readiness status including CPR/BLS certification
- Ability to obtain and maintain BLS Instructor Certification as warranted.
- Demonstrates a customer service focus in interpersonal interactions.
- Ability to communicate orally and in writing at a level tailored to the respective audience including developing professional documents and course curricula.
- Project planning, design, development, implementation, and management experience required.
- Experience with Learning Management Systems or Instructional Systems Design preferred.
